## Executive Summary

ZeroFox monitors the internet outside a customer's network, covering lookalike domains, fake accounts, dark web markets and exposed executives. Its analysts then get confirmed threats taken down. In its last annual report, for the year ended January 2024, services revenue reached $144.0 million against $89.3 million for platform subscriptions. Most of that was breach response, the work of helping businesses and government agencies recover after an incident. ZeroFox acquired that business with IDX in 2022 and still sells it. Haveli Investments took the company private in May 2024 at an enterprise value near $350 million. ZeroFox stopped filing with the SEC that month. No later financial statement appears in the reviewed record, so a buyer cannot tell whether that mix still holds.

## Market Readiness

How well the company can compete in its security market, scored across eight dimensions against public evidence.

**Established (26/40)**

Analyzed 2026-08-17. Scope: whole company.

| Dimension | Score | Rationale |
|---|---|---|
| Problem Clarity | 3/5 | ZeroFox aims the product at the security function, and its attack surface pages also address IT and operations, marketing and leadership. Its own annual report names the threats the problem covers, from targeted phishing and account takeovers to credential theft, data leakage, domain spoofing and impersonations, and the exposure statistics it publishes are footnoted to the FTC, IBM, Gartner and the World Economic Forum, which are category-wide figures. \[[s21](#profile-analysis-sources), [s1](#profile-analysis-sources), [s28](#profile-analysis-sources), [s7](#profile-analysis-sources), [s6](#profile-analysis-sources)\] |
| Capability Depth | 3/5 | ZeroFox documents each capability area concretely, including how takedowns route to providers and registrars, how attack surface findings are ranked using EPSS, CVSS and CISA KEV, and how alerts reach SIEM, SOAR and ticketing tools. The reviewed record holds no third-party technical evaluation, no inspectable source code and no customer technical writeup, so vendor documentation carries the depth alone. \[[s6](#profile-analysis-sources), [s7](#profile-analysis-sources), [s20](#profile-analysis-sources), [s2](#profile-analysis-sources), [s4](#profile-analysis-sources)\] |
| Market Timing | 4/5 | Federal spending records show this category being bought now: an ICE intelligence office signed a $13 million ZeroFox contract in July 2026, a Homeland Security office ordered platform licenses the same month, and a Small Business Administration order reached a second option year in September 2025. The ICE award records three offers received, so that buyer weighed more than one option. \[[s23](#profile-analysis-sources), [s31](#profile-analysis-sources), [s30](#profile-analysis-sources)\] |
| Team Credibility | 3/5 | SecurityWeek names the five people who founded ZeroFox in 2013. The company they built reached a stock market listing and counted more than 1,300 subscription customers by January 2024, and ZeroFox then appointed David Muse chief executive, whose recorded prior role is chief executive of a supply chain software company. \[[s24](#profile-analysis-sources), [s21](#profile-analysis-sources), [s19](#profile-analysis-sources)\] |
| GTM Proof | 4/5 | Purchases appear in records ZeroFox does not control, including three federal orders, one of them a $13 million ICE contract ZeroFox holds in its own name, and its last annual report counted more than 1,300 subscription customers with one government customer at 35 percent of revenue. Published case studies name three commercial customers, and the later scale claim in the reviewed record is ZeroFox's own line about thousands of customers, so current commercial scale is not checkable. \[[s23](#profile-analysis-sources), [s30](#profile-analysis-sources), [s31](#profile-analysis-sources), [s21](#profile-analysis-sources), [s13](#profile-analysis-sources), [s14](#profile-analysis-sources)\] |
| Funding Efficiency | 2/5 | Read as output per capital deployed, the one priced outcome on record went against the company: ZeroFox went public through a SPAC transaction in 2022 and sold at an enterprise value of roughly $350 million, against the roughly $1.4 billion valuation SecurityWeek reports it carried when it announced its listing. No financial statement appears in the reviewed record after it deregistered its stock in May 2024, so efficiency since then is unconfirmed. \[[s24](#profile-analysis-sources), [s15](#profile-analysis-sources), [s22](#profile-analysis-sources), [s25](#profile-analysis-sources)\] |
| Category Clarity | 4/5 | Buyers place ZeroFox without vendor coaching: federal contract descriptions call the purchases a cyber threat solution and external cybersecurity platform licenses, and ZeroFox publishes comparison pages against eight named rivals. Its leader claims are its own, a Forrester recognition line on its about page and G2 grid placements it publishes, so no independent confirmation of those placements appears in the reviewed record. \[[s30](#profile-analysis-sources), [s31](#profile-analysis-sources), [s1](#profile-analysis-sources), [s27](#profile-analysis-sources), [s3](#profile-analysis-sources)\] |
| Incumbent Defensibility | 3/5 | What slows an incumbent here is operational rather than technical. ZeroFox runs removals through a partner network it says reaches more than 80 providers, registrars and platforms, and staffs analysts who confirm threats first, while nothing in the reviewed record shows an asset a bundled competitor could not eventually assemble. \[[s6](#profile-analysis-sources), [s1](#profile-analysis-sources), [s3](#profile-analysis-sources)\] |

### Business Risks

- ZeroFox could publish no revenue or customer figure under private ownership, leaving the January 2024 filings as the last audited view of the business.
- The customer concentration ZeroFox last disclosed, one government customer at 35 percent of revenue in the year to January 2024, could still hold, and nothing published since shows it easing.
- ZeroFox could add no federal cloud authorization to the SOC 2 Type II report and UK Cyber Essentials certificate its trust center lists.
- ZeroFox could ship no second dedicated application on HNTR beyond the executive-protection one it launched in July 2026.
- ZeroFox could keep describing its base only as thousands of customers, leaving a prospect no verifiable count to check commercial scale against.

### Problem & Market

ZeroFox aims the product at the security function that owns threats living on platforms its customer does not control, and its attack surface pages also address IT and operations, marketing and leadership. Its own annual report names the threats involved, from targeted phishing and account takeovers to credential theft, data leakage, domain spoofing and impersonations, staged on platforms outside the corporate perimeter.

Demand shows up in what buyers sign. An intelligence office inside U.S. Immigration and Customs Enforcement signed a $13 million ZeroFox contract in July 2026, a Homeland Security office ordered platform licenses the same month, and a Small Business Administration order reached a second option year in September 2025.

The exposure statistics ZeroFox publishes are footnoted to the FTC, IBM, Gartner and the World Economic Forum. Those are category-wide figures, so a prospect sizing its own exposure works from its incident history rather than from a number in the reviewed record. \[[s21](#profile-analysis-sources), [s23](#profile-analysis-sources), [s31](#profile-analysis-sources), [s30](#profile-analysis-sources), [s28](#profile-analysis-sources), [s6](#profile-analysis-sources), [s7](#profile-analysis-sources)\]

### Product Capabilities

ZeroFox groups its product into five areas that share one platform: cyber threat intelligence, brand and domain protection, executive and VIP protection, attack surface intelligence, and physical security intelligence. In July 2026 it launched HNTR, which it describes as a platform running the same discover, validate and disrupt cycle with AI embedded in analyst workflows, and HNTR Executive Protection as its opening application.

Discovery and removal are the ends of that cycle the product pages describe concretely. ZeroFox maps domains, subdomains, IPs, social accounts, exposed credentials and executive profiles, ranks attack surface findings using EPSS, CVSS and CISA KEV, and routes confirmed threats to providers, registrars and platforms. It says its Global Disruption Network blocks threats across more than 80 partners while formal takedowns complete.

Two acquisitions still shape the catalog. Breach response, incident response and investigative services came with IDX in 2022, and threat intelligence with attack surface management came with LookingGlass in 2023.

Outside validation is what the reviewed record lacks. It holds no third-party technical evaluation, no inspectable source code and no customer technical writeup, so ZeroFox's own documentation carries the capability claims. \[[s2](#profile-analysis-sources), [s14](#profile-analysis-sources), [s6](#profile-analysis-sources), [s7](#profile-analysis-sources), [s21](#profile-analysis-sources), [s20](#profile-analysis-sources), [s29](#profile-analysis-sources), [s4](#profile-analysis-sources)\]

### Competitive Positioning

ZeroFox names its rivals itself, publishing comparison pages against BlackCloak, Bolster, Cyberint, Doppel, Group-IB, Netcraft, Recorded Future and Rapid7.

Its case against Doppel is that automation without analysts produces alerts rather than outcomes, and its case against Netcraft is that phishing detection is one tactic inside a wider set of external threats. Both are ZeroFox's characterizations of a competitor, published by ZeroFox, and the reviewed record contains no independent comparison of the products, so a buyer weighing them has only the vendor's account of the difference.

The ICE award records three offers received, so that buyer had other proposals to weigh. \[[s1](#profile-analysis-sources), [s16](#profile-analysis-sources), [s17](#profile-analysis-sources), [s23](#profile-analysis-sources)\]

### Go-to-Market & Traction

Federal spending records carry the traction evidence that does not depend on ZeroFox's own account. Three orders sit there. ZeroFox holds the $13 million ICE contract signed in July 2026 in its own name, while a Homeland Security order for platform licenses the same month and a Small Business Administration order in its second option year since September 2025 were placed through contract holders.

Its last annual report, covering the year to January 2024, counted more than 1,300 subscription customers, put revenue at $233.3 million and recorded a single government customer at 35 percent of that revenue. Those disclosures stopped when the company deregistered its stock in May 2024. Vendor lines replaced them. A founder moving to executive chairman credited the team with growing ZeroFox past $200 million in revenue, and a July 2026 announcement says thousands of customers rely on it.

Named commercial references are thinner than the customer count implies. Published case studies name Nokia, loveholidays and True Citrus, while the rest describe a UK bank, an Ivy League university, a football club and a convenience chain without naming them.

Selling runs through bundles rather than a published price. The pricing page packages brand, domain and executive protection with annual takedown quotas that reach 1,000 a year, and it asks the buyer to request pricing. \[[s23](#profile-analysis-sources), [s31](#profile-analysis-sources), [s30](#profile-analysis-sources), [s21](#profile-analysis-sources), [s22](#profile-analysis-sources), [s13](#profile-analysis-sources), [s9](#profile-analysis-sources), [s19](#profile-analysis-sources), [s14](#profile-analysis-sources)\]

### Team & Credibility

SecurityWeek names the five people who founded ZeroFox in 2013: Chris Cullison, Evan Blair, Hillary Herlehy, James Foster and Robert Francis. Foster was chief executive and founder when the sale closed in May 2024, and he described the platform that day as a decade of work.

The chief executive changed weeks after the sale closed. ZeroFox appointed David Muse chief executive and Andrew McKenna chief financial officer in May 2024, and its announcement records Muse's prior role as chief executive of Elemica, a supply chain software company.

By January 2024 the company employed 914 people and 13 contractors, the last headcount in the public record. \[[s24](#profile-analysis-sources), [s15](#profile-analysis-sources), [s19](#profile-analysis-sources), [s21](#profile-analysis-sources)\]

### Trust Readiness

ZeroFox publishes its security posture through a trust center at trust.zerofox.com, which lists a SOC 2 Type II report, a 2026 UK Cyber Essentials certificate and participation in the EU-U.S. Data Privacy Framework, with the reports available on request. Its security and compliance page states the same three.

Those are the credentials a routine vendor review asks for. No federal cloud authorization appears among them, and the agencies in the spending record bought the platform anyway.

A National Vulnerability Database keyword query for ZeroFox returned no records on 2026-08-17. \[[s12](#profile-analysis-sources), [s11](#profile-analysis-sources), [s26](#profile-analysis-sources), [s23](#profile-analysis-sources)\]

## Strategy Deep Dive

A closer look at the company's product strategy, measuring how [defensible](https://zeltser.com/scoring-security-product-strategy) it is against market forces and examining the [eight areas](https://zeltser.com/security-product-creation-framework) behind it.

### Defensibility

**Defensible (15/21)**

Band guidance: press the advantage. Analyzed 2026-08-17. Scope: whole company.

ZeroFox sells expert labor alongside the software. Its analysts confirm threats and pursue removals through a network the company says reaches more than 80 providers, registrars and platforms. Its breach response arm runs recovery work after an incident. The reviewed record names no dataset a funded rival could not assemble, and it does not describe what leaving would cost a customer. That makes the lead a head start rather than a lasting one. Security and intelligence offices purchase through competed procurements, and the spending record shows one such order reaching a second option year.

| Dimension | Score | Rationale |
|---|---|---|
| Value Delivery | 2/3 | ZeroFox blends software with its own labor. Analysts confirm threats before removal, an around-the-clock managed team is offered as an extension of the customer's security operations center, and services produced $144.0 million of the $233.3 million revenue in the year to January 2024. \[[s21](#deep-dive-sources), [s6](#deep-dive-sources), [s2](#deep-dive-sources)\] |
| Switching Cost | 2/3 | The documented friction is integration and accumulated configuration: alerts, indicators and takedown actions wire into SIEM, SOAR, threat intelligence, service management and identity tools, and protected brands, domains and executives are configured per customer. The cited record documents no mechanism beyond that and does not size what a migration would cost, so the switching mechanism is documented and the exit is not sized. \[[s20](#deep-dive-sources), [s9](#deep-dive-sources), [s2](#deep-dive-sources)\] |
| Compliance Moat | 1/3 | ZeroFox holds SOC 2 Type II and UK Cyber Essentials certifications and has certified its compliance with the EU-U.S. Data Privacy Framework, which are the entry costs of enterprise selling rather than barriers to replacement. No replacement-blocking authorization appears in the reviewed record, and the agencies in the spending record bought the platform without one. \[[s11](#deep-dive-sources), [s12](#deep-dive-sources), [s23](#deep-dive-sources)\] |
| Problem Complexity | 3/3 | Collecting across surface, deep and dark web sources, correlating them into what ZeroFox describes as a graph of more than 12 billion signals, and running threat-channel infiltration alongside analyst tradecraft is years of specialized work. Enforcement adds provider-specific removal workflows and domain-dispute filings that ZeroFox staffs in house. \[[s2](#deep-dive-sources), [s1](#deep-dive-sources), [s6](#deep-dive-sources)\] |
| Buyer Profile | 3/3 | Regulated and government buyers sit at the center of the record. An ICE intelligence office, a Homeland Security office and the Small Business Administration bought through federal procurement, and ZeroFox's last annual report put one government customer at 35 percent of revenue while describing customers ranging up to Fortune 500 companies. \[[s23](#deep-dive-sources), [s31](#deep-dive-sources), [s30](#deep-dive-sources), [s21](#deep-dive-sources)\] |
| Layer | 2/3 | ZeroFox runs beside the customer's stack rather than under it, feeding SIEM, SOAR, threat intelligence, service management and identity tools while carrying several applications of its own. Nothing in the reviewed record shows another company's product depending on it to function. \[[s20](#deep-dive-sources), [s2](#deep-dive-sources), [s28](#deep-dive-sources)\] |
| Proprietary Data, Content, or IP | 2/3 | More than a decade of collection through dark web and threat-actor channels is a real accumulation, and ZeroFox describes a graph of more than 12 billion signals built on it. The reviewed record names no non-public dataset a funded rival could not assemble with time, so the advantage is accumulated rather than exclusive. \[[s2](#deep-dive-sources), [s1](#deep-dive-sources), [s14](#deep-dive-sources)\] |

### Strategic Market Segmentation

Federal agencies are the buyers the independent record names. An intelligence office inside U.S. Immigration and Customs Enforcement signed a $13 million ZeroFox contract in July 2026, a Homeland Security chief security office ordered platform licenses days earlier, and a Small Business Administration order funded by its chief operating office reached a second option year in September 2025. ZeroFox's last annual report put a single government customer at 35 percent of revenue.

Commercially the pitch runs wider than the security team. Its attack surface page writes separate value lines for IT and operations, for marketing and for leadership. Its own filing describes the managed team as an extension of the customer's security operations center, which is where the product plugs in.

The industry spread in published case studies is broad and mostly anonymous: Nokia, loveholidays and True Citrus by name, plus a UK bank, an Ivy League university, a football club and a convenience chain described without names. Its filing says customers range from small and medium-sized organizations to Fortune 500 companies. \[[s23](#deep-dive-sources), [s31](#deep-dive-sources), [s30](#deep-dive-sources), [s21](#deep-dive-sources), [s13](#deep-dive-sources), [s7](#deep-dive-sources), [s1](#deep-dive-sources)\]

### Product Capabilities & AI Advantages

The product is organized around a three-step cycle ZeroFox repeats across every capability area: discover the customer's external footprint, validate what matters, disrupt what is confirmed. Discovery covers domains, subdomains, IPs, social accounts, exposed credentials, executive profiles and misconfigurations, and it extends to physical locations and events an organization designates as critical.

AI sits inside the analyst workflow rather than replacing it. ZeroFox describes automation paired with round-the-clock analyst validation, and its July 2026 HNTR launch states that AI is embedded directly into analyst workflows rather than replacing them. It says its correlation runs across a graph of more than 12 billion signals.

Removal is where ZeroFox's own comparison pages put the contest. ZeroFox combines automated detection, in-house analyst review and a partner network it says reaches more than 80 providers, registrars and platforms, with blocking applied while formal takedowns complete, and it files domain-name disputes as part of enforcement.

What no source in the reviewed record supplies is an outside test of any of this. The reviewed record holds no third-party technical evaluation, no inspectable code and no customer technical writeup, so the mechanism is documented by the vendor and unmeasured by anyone else. \[[s2](#deep-dive-sources), [s14](#deep-dive-sources), [s6](#deep-dive-sources), [s29](#deep-dive-sources), [s7](#deep-dive-sources), [s16](#deep-dive-sources), [s17](#deep-dive-sources)\]

### Sales Engagement & Go-to-Market

Selling runs through demonstrations and guided configuration. Product pages carry a demo request, the pricing page promises three steps to done with a ZeroFox representative guiding the buyer, and no self-service signup appears in the reviewed record.

Federal business runs through procurement rather than through that funnel. ZeroFox holds the ICE contract in its own name, while the Small Business Administration and Homeland Security orders were awarded to the contract holders Norseman and Alvarez, and the ICE award records three offers received under full and open competition after exclusion of sources.

Positioning is explicitly comparative. ZeroFox publishes comparison pages against BlackCloak, Bolster, Cyberint, Doppel, Group-IB, Netcraft, Recorded Future and Rapid7, and publishes G2 grid placements on its industry-recognition page and a Forrester recognition line on its about page. \[[s9](#deep-dive-sources), [s23](#deep-dive-sources), [s30](#deep-dive-sources), [s31](#deep-dive-sources), [s1](#deep-dive-sources), [s16](#deep-dive-sources), [s17](#deep-dive-sources), [s27](#deep-dive-sources), [s3](#deep-dive-sources)\]

### Pricing Model

The pricing page publishes no price. The Foundation, Core, Premium and Executive bundles carry named capacity limits, and each carries a request-pricing prompt rather than a figure.

Capacity is the unit that scales. Brand coverage reaches 50 assets, domain coverage 100, and takedown allowances 1,000 a year at the top of the range.

The filing describes the same shape in contract terms, with subscriptions priced on the number of assets protected and the level of services. \[[s9](#deep-dive-sources), [s21](#deep-dive-sources)\]

### Product Delivery & Operations

People are part of what is delivered. ZeroFox staffs in-house takedown analysts and describes its around-the-clock OnWatch managed team as an extension of the customer's security operations center.

That labor is visible in the accounts. Services produced $144.0 million of the $233.3 million ZeroFox reported for the year to January 2024, and $138.8 million of that was breach response, the notification and recovery work it acquired with IDX in 2022.

The operational reach behind removals is a partner network rather than a technical control. ZeroFox works with providers, registrars, hosts and platforms to block and remove, then tracks and evidences the outcome, and it filed domain disputes as part of that enforcement. \[[s21](#deep-dive-sources), [s6](#deep-dive-sources), [s9](#deep-dive-sources), [s3](#deep-dive-sources)\]

### Earning Customers' Trust

ZeroFox publishes a trust center at trust.zerofox.com listing a SOC 2 Type II report, a 2026 UK Cyber Essentials certificate and participation in the EU-U.S. Data Privacy Framework, with documents released on request. Its security and compliance page states the same three and describes alignment with MITRE ATT&CK and the NIST Cybersecurity Framework.

Federal authorization is a different question. No federal cloud authorization appears among the certifications the trust center lists, and the agencies in the spending record bought the platform anyway.

A National Vulnerability Database keyword query for ZeroFox returned no records on 2026-08-17. \[[s12](#deep-dive-sources), [s11](#deep-dive-sources), [s26](#deep-dive-sources), [s23](#deep-dive-sources)\]

### Platform Strategy & Ecosystem Positioning

ZeroFox is built to feed the tools a security team already runs. It pairs with SIEM, SOAR, threat intelligence platforms, IT service management and identity tools so alerts, indicators and takedown actions move into existing workflows.

ZeroFox also claims a partner role in another platform's abuse program. Its comparison page against Netcraft calls ZeroFox a Google Web Risk founding partner, a program Google runs.

The ecosystem claim runs one way. The reviewed record shows ZeroFox consuming and feeding other platforms, and nothing in it shows another company's product depending on ZeroFox to function. \[[s20](#deep-dive-sources), [s17](#deep-dive-sources), [s2](#deep-dive-sources)\]

### Team & Execution Capability

Five founders started ZeroFox in 2013, and SecurityWeek names them: Chris Cullison, Evan Blair, Hillary Herlehy, James Foster and Robert Francis. Foster was chief executive and founder when the sale closed, and he described the platform that day as a decade of work. ZeroFox appointed him executive chairman weeks later.

The chief executive changed two weeks after the sale closed. ZeroFox appointed David Muse chief executive and Andrew McKenna chief financial officer in May 2024, and the announcement records Muse's prior role as chief executive of Elemica, a supply chain software company.

Scale, as last disclosed, was 914 employees and 13 contractors in January 2024. Nothing in the reviewed record updates that figure. \[[s24](#deep-dive-sources), [s15](#deep-dive-sources), [s19](#deep-dive-sources), [s21](#deep-dive-sources)\]

The analyses are statements of opinion, not statements of fact. Machine analysis produced the scores, summaries, and matrix placements by weighing the public sources each page cites, and reasonable people can weigh the same sources differently.
